Do you need building approval for plumbing work?

The answer

Building approval in Jamaica comes from your municipal corporation; KSAMC says additions and alterations need permission, with drawings showing plumbing layout and sewage disposal.

Which law are we talking about?

Who handles this: Municipal corporation

The Building Act 2018, which the Ministry of Local Government says came into force on 15 January 2019. It repealed the old KSA and Parish Councils building acts and regulates building work and change of use by requiring permits.

The law firm DunnCox reports that the municipal corporation is the local building authority, that old regulations were preserved, that the Code is the International Building Code plus 11 Bureau of Standards documents, and that there is a Building Appeal Tribunal.

So your first stop is the corporation for your parish, not the National Water Commission (NWC) and not your plumber.

Does adding a bathroom need permission?

Who handles this: Municipal corporation

As we read it, yes, if it means building on or altering the house. The Kingston and St Andrew Municipal Corporation (KSAMC) says permission is needed for construction, demolition, "Additions /alterations and external repairs" and change of use.

What we could not find is a list of plumbing jobs that are exempt. Swapping a tap like for like does not sound like building work, but no document we read says so. Moving a drain, or adding a toilet where none existed, is much closer to the line.

Ask the building department before the wall is opened. A short written answer is worth keeping.

What must the drawings show on plumbing?

Who handles this: Draughtsman or engineer

KSAMC's 2020 papers are the clearest list we found. Other corporations may differ, so ask yours.

  • A drainage plan with "the existing and proposed storm water drainage and plumbing layout"
  • Sanitary drains and the final disposal point
  • Any septic tank, absorption pit, soak away pit or tile field
  • Sewage disposal details, with an engineering report if one applies
  • A letter from NWC if you are connecting to a sewer main
  • At least four sets of drawings

Plans go out to referral agencies, including the Health Ministry's Environmental Health Unit, NEPA, the National Works Agency and the Water Resources Authority.

KSAMC gives about four weeks for a single-family house. Elsewhere we found less, and some of it is old.

Next: Who has to sign the plans? Can my plumber?

Who has to sign the plans? Can my plumber?

Who handles this: Registered professional

Size decides, in KSAMC's 2020 tips. Buildings over 300 m² must be "designed and stamped by registered professionals". Smaller ones can be designed by other qualified practitioners, such as a licensed draughtsman. Complex services go to professionals either way.

The Environmental Health Unit and NWC both have to be content with water and sewage arrangements. No plumber sign-off is named in anything we read, so do not count on a plumber's letter in place of a stamped drawing.

Your plumber is still useful at the drawing stage for checking that drains can actually fall the way they are drawn. More on that in choosing a plumber.

What needs thinking through before drawing a new bathroom?

Who handles this: Plumber

Start with where the waste goes, because that usually settles the rest.

  • Fall: drains need a steady slope to the pit or sewer. A low spot needs a rethink before any block is laid.
  • Vent: each new fixture must be vented, or traps get sucked dry and the room smells.
  • Pit load: more fixtures send more water to the same cesspool or soakaway. A qualified contractor judges this from outside; nobody enters or leans into a pit.
  • Supply: will your tank and pump carry another shower?

We found no Jamaican size or setback figures, so ask who approves septic work early.

Next: When do NEPA and NWC get involved?

A model to compare

PVC pipe sizes. Handy for comparing diameters and pipe types against what your drawings specify before you price the job.

Plumbing Supply and More has the same owners as this site. It is a US business and shipping to Jamaica is not promised, so treat this as a model to compare, then ask your local supplier for the same type.

When do NEPA and NWC get involved?

Who handles this: NEPA or NWC

NEPA's prescribed list catches schemes of 10 or more lots or houses. It says a building permit does not replace its own permit. We saw no single-house category in the portion we got through, so confirm with NEPA, using its current fee list rather than the old figures online.

NWC "does not approve development projects". By law it approves water and sewerage proposals "only in Kingston and St. Andrew", and elsewhere it recommends. Its target for developments is 28 days. Getting a line to your lot is a separate step: see new connections.

Next: Must a rain tank go on the plans?

Must a rain tank go on the plans?

Who handles this: Municipal corporation

We could not confirm that you must. KSAMC's checklist and guidance show no tank requirement with a figure. The 2023 Rainwater Harvesting Planning Guideline recommends a minimum of 700 gallons or 3,150 litres for homes, but the Gleaner's editorial of August 2026 said that, as far as the paper knew, such guidelines were never promulgated.

The 2017 Building Bill text lets the Minister make regulations on storing rainwater. That is the Bill, not the Act as passed.

Even so, showing a rainwater system on drawings makes sense, since a full tank is heavy. See tank placement before you load a roof.
