How to choose a plumber in Jamaica

The answer
Choosing a plumber in Jamaica means checking past work and getting a written J$ price, because we could not confirm any plumber's licence or public register.

Is there a plumber's licence you can check?
Who handles this: You
Not one we could confirm. We looked for a licence, a licensing body and a plumbers' association and found none we can point you to.
The 2017 Building Bill text creates a Building Practitioners Board and a Register. Whether that is running, or covers plumbers, we could not find out.
The 2023 rainwater guideline does ask for inspection "by a certified plumber or other relevant professional", but it does not say who certifies them. So if someone tells you they are licensed or certified, ask by whom, see the paper, and check with the body named on it.

Next: What should you ask before hiring someone? What should you ask before hiring someone?
Who handles this: You
With no register to lean on, past work is your evidence. Ask:
- Where have you done this same job recently, and may the owner speak to me?
- Will you do the work yourself, or send someone else? Who?
- Have you worked with my setup: black tank, pump and pressure tank, or a pit instead of a sewer?
- How will you test the job before you leave?
- What happens if it leaks next month?
Listen for specifics. Someone who asks to see your tank, your pit cover and your meter before pricing is usually a better bet than someone quoting down the phone.

Written, in J$, and dated. It need not be fancy: a page or a clear text message both leave a record. It should separate labour from materials, say what is left out (hacking and making good walls often is), and state who buys the parts.
We have no published price list to give you and will not invent one. Two or three quotes for the same written job are your best check.
Avoid paying everything up front. Paying for materials when they arrive, and the balance after the job has been tested with water running, is a common arrangement. Keep the receipts.

Next: Which jobs should not go to a plumber at all?Which jobs should not go to a plumber at all?
Who handles this: Various
Several, and a good plumber will say so.
| Job | Who |
|---|---|
| Electric shower or pump wiring | Licensed or certified electrician |
| Full cesspool or septic work | Qualified contractor |
| Gas lines, or relighting after an outage | Qualified gas professional |
| Sinking a well | Driller licensed by the Water Resources Authority |
| Anything on the street side of the meter | National Water Commission (NWC) |
| Tank up on a roof | Someone trained, on a dry, calm day |
A plumber who offers to do all of these alone deserves a harder look.

Who handles this: Registered professional
Not in anything we read. KSAMC's 2020 tips name registered professionals for buildings over 300 m² and other qualified practitioners, such as a licensed draughtsman, for smaller ones. Those papers want water and sewage arrangements to satisfy the Environmental Health Unit and NWC, and they give the plumber no signing role.
If a job is an addition or alteration, check building approval before anyone starts cutting. A plumber who says "no need for papers" on a new bathroom is giving you an opinion, not a ruling. The municipal corporation decides, and it is your property that carries the problem later.

Stop the job and find someone else if anyone offers to:
- Cap or block a relief valve on a heater or pressure tank
- Bypass any safety device
- Join a pump straight onto the public main; the 2023 rainwater guideline says a rain system's pump "should not be connected" to it
- Tap a line ahead of the meter, or touch NWC's side. NWC charges "Actual cost" for an illegal connection, as listed on its rates page; see getting connected
- Send you or a worker down into a pit, or suggest leaning in to look
That last one kills. The gas in a pit can drop a person quickly, and rescuers too. Should someone go down in one, stay out and ring 110.

Stop the water first, then choose calmly. Close the main valve at the house, and if you run a pump, switch its breaker off before touching anything near it. Now the panic price is off the table, and you can make two calls instead of one.
If the leak is in the road, footpath or other public area, it is NWC's job: use its leak report page. Sewage flooding from a public sewer, NWC says, is one to call about immediately.
Find your main valve now, while nothing is wrong. Our hurricane checklist covers that too.

Keep proof, because the documents we read name no body that handles complaints about private plumbers.
- Photograph pipes before they are walled in or buried. You will want those pictures in ten years.
- Run every tap and flush every toilet with the plumber still there.
- Turn everything off and read your meter, then read it again after some hours. If it moved, you have a leak. The high bill stack has the full test.
- Keep the written price and the receipts together.

At minimum, what they do, where they go and how they charge. A useful page lists job types plainly: drains, tanks, pumps, heaters. It names the parishes covered, says whether they take urgent calls, and explains how quotes work.
Vague lines such as "all plumbing needs" tell you nothing. So do badges with no named issuer, given that we could confirm no Jamaican plumbing licence.
Many good tradespeople here work by word of mouth and have no page at all, which is fine. Ask them the same things and write down the answers.

An example page
Example of a clear service page. A firm in Bucks and Montgomery County, Pennsylvania, not in Jamaica, whose page shows the kind of job list worth asking a local plumber to spell out.
Central Plumbing and HVAC is connected to this site's owners. It is a service firm in Bucks and Montgomery County, Pennsylvania, and does not work in Jamaica; it is here only as an example.
