Getting a new NWC water connection

9 cards · about 53 KB · Updated · From Tanks and Taps Jamaica

The answer

For an NWC new connection, apply online to the National Water Commission with proof of ownership, a numbering certificate, ID and TRN, then expect an inspection within five working days and a deposit.

What papers does the application need?

Who handles this: You

Four things, and the application itself goes in online:

  • One proof of ownership: an attorney's letter with volume and folio, not older than 6 months; a mortgage company letter; or a Titles Office certified title, not older than 6 months.
  • A numbering certificate from the Parish Council.
  • ID.
  • TRN.

Watch the six-month limit if your title or attorney's letter has been sitting in a drawer. NWC's requirements are on its supply requirements page. The term "Parish Council" is NWC's; the local building authority today is the municipal corporation, so start there.

Yes, but you need one more paper: NWC asks for "an approved building outline from the Parish Council". That usually means your plans have to be moving first, so read our note on building approval before you pay for anything else.

The applicant must be the owner, or someone carrying a witnessed authorisation letter from the owner. If a relative or contractor is doing the running around, sort that letter early. A bearer turning up without it is likely to lose a trip.

For a 1/2 in connection, J$16,000 if not laid up or J$10,000 if already laid up, on NWC's new supply page as read on 2 Nov 2026. Ask NWC which of the two your lot falls under.

Larger connections are estimated case by case. It is a deposit, not the final price: the actual cost is settled on the account afterwards, so budget for a further charge or a credit.

NWC's FAQ page still shows other, older-looking figures. We go by the requirements pages because they look newer, but confirm the amount before you pay.

Here are the clocks NWC publishes:

WGS7, meter after request30 working daysClaim
WGS2, first bill40 working daysClaim

Claim means nothing is paid unless you send the form, so note the date you signed. We could not confirm any J$ amount for a missed standard. While you wait, a storage tank sized for your household is worth planning anyway.

Give NWC 5 working days' notice before moving out. Under WGS6 that earns a same-day read on a weekday, a final bill in 15 working days and any credit refunded in 45 days. All of that is a Claim standard.

Putting the account in a new name is a transfer of ownership: J$2,000 (NWC's fee list, 2022-23 column; check before paying).

Buyers should ask for a recent final bill before closing. NWC treats water rates as "charges to the property". We found nothing on how arrears pass to a buyer, so ask your attorney.

Less if the meter was only locked. NWC's domestic metered reconnection fees, read 2 Nov 2026:

SituationJ$
Locked1,000
Removal and replacement, 5/8 in and 3/4 in9,000
Removal and replacement, 1 in and over13,000

Two standards apply, both Automatic. WGS11 restores supply within 24 hours of paying arrears. WGS12 reconnects a wrongful disconnection within 8 hours. Keep the payment receipt and note the time, since it starts the first clock. To understand what built up the balance, see how the bill is worked out.

Can a line just run off a neighbour or the main?

Who handles this: NWC only

Don't. NWC's reconnection list prices an illegal connection at "Actual cost" rather than a flat fee, so there is no known ceiling on what it may charge. We did not read a penalty section for this, so we won't quote one.

Everything on the street side of the meter belongs to NWC's process: leave its valves and connection alone. We also found no formal NWC statement of where its pipe ends and yours begins. Before a plumber lays your line from the meter to the house, ask NWC where the meter will sit, so the trench goes to the right spot.

What if NWC doesn't serve my area?

Who handles this: Municipal corporation

Then someone else may. The Office of Utilities Regulation has licensed private suppliers for certain areas, NWC's own page notes, and Parish Councils have a hand in supply too. We found no list of these systems, so your municipal corporation is the place to ask who runs the pipe on your road.

No piped supply at all? Many houses live on rain from the roof or on a well or spring, each with its own paperwork and water-quality work. Settle this before you set your building budget.
