What each line on your NWC bill means

The answer

An NWC bill explained: the National Water Commission charges a service charge, water in rising blocks, sewerage where it applies and PAM, then deducts a 5% X-Factor and adds a 20% K-Factor.

What does each month's bill actually pay for?

Who handles this: NWC

Four items, says NWC's FAQ page: service charge, water charge, sewerage charge and PAM. Bills go out monthly, "based on meter readings or an estimated consumption".

The service charge "applies regardless of the amount of water consumed", so an empty house still pays it. The figure depends on meter size, shown on the rates page as at 2 Nov 2026:

MeterJ$ a month
5/8 in (15 mm)1,272.90
3/4 in2,784.35
1 in3,636.02

Most of the surprise in a bill sits in the water line, because the price per litre climbs as you use more.

What does water cost per 1,000 litres?

From J$162.14 to J$536.54, depending on the block. These domestic metered rates took effect 6 May 2026. Each block's price applies only to the litres inside that block, so the first 14,000 L stay cheap even in a heavy month.

My bill shows gallons. Is that a different price?

Who handles this: You

Near enough the same price in another unit. NWC publishes a second domestic table per 1,000 imperial gallons:

Block, imperial galWater J$Sewerage J$
Up to 3,000737.12851.38
Next 3,0001,311.881,515.23
Next 3,0001,429.861,651.50
Over 9,0002,439.072,817.12

Our sum: 1 imperial gallon is 4.546 L, so J$737.12 divided by 4.546 comes to about J$162 per 1,000 L. Look at the unit printed beside your reading before using either table. A US gallon is smaller (3.785 L), and this table is not priced in those.

Next: What are PAM, the X-Factor and the K-Factor?

What are PAM, the X-Factor and the K-Factor?

Who handles this: NWC, set under OUR

Three adjustments that the Office of Utilities Regulation (OUR) framework puts on top of the plain rates.

  • PAM follows foreign exchange, fuel and consumer prices. NWC says it "may either go up or down". Its index bases and weights are FX J$157.06 (0.18), electricity J$56.42/kWh (0.20) and CPI 147.40 (0.62).
  • X-Factor, now -5%, is "a deduction from the bill, after normal rates and PAM are applied".
  • K-Factor, now 20%, is "Calculated on the bill balance after the X-Factor is deducted."

Our sum: 0.95 x 1.20 = 1.14, so together they lift the pre-adjustment amount by 14%. NWC's FAQ still shows older figures for both; go by the rates page.

J$6,012.61 before any PAM, on our arithmetic. This is our own sum from the 6 May 2026 rates, not an NWC quote. We applied X-Factor and K-Factor to water and service charge together.

Next: How much would sewerage add?

How much would sewerage add?

Who handles this: NWC

On the same 20,000 litres, J$4,621.44 before X-Factor, K-Factor and PAM, on our sum: 14,000 L x 187.26/1000 is J$2,621.64, and 6,000 L x 333.30/1000 is J$1,999.80.

Having no sewer connection may not end the question. Citing 1985 Regulations, NWC's wastewater page says a property inside "100 yards (91.4 metres)" of a sewer may be charged "whether or not the premises is actually connected". If you have a pit or septic tank and see a sewerage line, ask NWC in writing where the nearest sewer runs. Our note on connecting when a sewer is near covers what can follow.

Next: Why does the bill say estimated, and how many can they send?

Why does the bill say estimated, and how many can they send?

Who handles this: NWC

An estimate means no actual reading fed that month's charge. Two of the Guaranteed Standards limit them:

  • WGS10(a): "No more than two (2) consecutive estimated bills, where NWC has access to the meter".
  • WGS14: an estimate must rest on "the average of your last three (3) actual meter readings".

Both are marked Automatic on NWC's standards page, meaning a credit without a form. We could not confirm the J$ amount. Keep the meter clear and reachable, since the first standard depends on access, and photograph your own reading on the day the month's bill arrives.

Next: The house is rented. Whose bill is it?

The house is rented. Whose bill is it?

Who handles this: Landlord and tenant

Legally it follows the property, on NWC's own wording: "Water rates are charges to the property (similar to taxes) and the land-owner always bears responsibility."

So a tenant who agrees to pay is paying under the lease, while the owner still answers to NWC. Put the arrangement in writing, read the meter together on move-in day and keep copies of paid bills. An owner should look at the account now and then, since arrears land on them. Anyone changing the account name will find the fee and steps on our new connection and transfer stack.

Next: Are these rates about to change?

Are these rates about to change?

Who handles this: OUR decides

Possibly. The Jamaica Observer reported on 20 Oct 2026 that NWC has applied to the OUR "for a 51 per cent tariff increase", with public consultation before any determination. We found no decision as at 2 Nov 2026, so every figure here is a May 2026 figure and could date quickly.

PAM can also shift between determinations. Before relying on our sum, open the rates page and compare the first-block figure with J$162.14. If it differs, rerun the arithmetic. Cutting use in a lock-off month shows up on the bill too, but the service charge stays.
